Quiet Shift in Budget Rules May Prompt City Job Cuts
Mayor Michael R. Bloomberg says he is trying to avoid cutting jobs but says its hard when the internal budget maneuver encourages it. The maneuver has not been disclosed to the public. The administration plans to trim spending $1.7 billion. To make that trim happen the city is going to cut jobs by layoffs or attrition.
